In January 2009, the Board of Investments (BOI) and the Philippine Automotive Federation, Inc. (PAFI) selected INTERCOMMERCE as its Contractor for the development and implementation of an automated system for the Certificate of Authority to Import (CAI) for participants of the BOI Motor Vehicle Development Program (MVDP), with foreign funding support from the Asia-Pacific Economic Cooperation (APEC).
ELECTRONIC CERTIFICATE of AUTHORITY TO IMPORT (eCAI) is a system which facilitates the submission and processing of CAI, with automated validation of the importers as well as the items which are eligible for lower duty rates. The automated procedure lowers the cycle time and transaction costs, eliminating the need to physically submit CAI application and the printing of CAI in security paper with security strip, BOI dry seal and signature.
eCAI also enables the BOI to comply with requirements of the National Single Window on the electronic submission of permit data and one-time use of permits. The current CAI may be used over 3 months, for one or more import shipments provided that the total importation does not exceed the total approved quantities.
